何时触发（SKILL.md description）

定时或用户要「今日工程摘要」时

Skill 正文里的步骤

  1. 拉取团队相关的 open PR 与 issue。
  2. 按主题分组：已交付、进行中、阻塞。
  3. 生成适用于聊天或邮件的 standup 摘要。
  4. 附上工单链接；对外发送时去掉仅内网 URL。
